The wind speed and your weight determines the kite you fly. The website of the kite mfg should have a chart that shows the wind range of specific kites. In general, 14m 10-15 mph, 12m 15-20, 10m 20-25, 8m 25-30, 6m 30+
That is just general. Your weight, board size, and kite specifics will change things.
I recommend taking a lesson for your first time out. The instructor will answer all these questions specific to you and get you on the right track. After that, don't hesitate to ask questions to kiters you see on the beach. Most all kiters are cool and helpful.
